Fallout2HR.exe Has Stopped Working

NOTE: I read the rules in the other forum and it says it is for unmodded problems with the game. However, my problem involves a modded version of Fallout 2.

I have the following mods installed:
1. Restoration Project
2. Economy and Combat Rebalance Mod
3. fo2tweaks

I bought and downloaded the game via Steam and use Windows 8.1.

I try loading my game and I get an error message: "The instruction at X referenced memory at X. The memory could not be read." X being a bunch of numbers. As I press OK, I get the "Fallout2HR.exe has stopped working message", my game closes, and I return to desktop.

I tried this help reference from Steam but I had no luck:

Is there something I am missing? Is there a way to fix my game without uninstalling/reinstalling any mods or other game files? Last thing I want to do is to delete/uninstall everything, set program settings back to default, and start my game all over after investing hundreds of hours.
 
Any more details? Do your previous saves work fine? Where are you in the current save and what are you doing?

Any saves I try loading results in the error message, Fallout2HR.exe has stopped working, and game closing.

It is 16 MAR 2244 @ 10:33. I am in San Francisco's Chinatown with multiple companions (I am using the Unlimited Party option of fo2tweaks). I have the Highwayman and my party is standing outside the town entrance (I save before exiting any location). I cannot remember what level I am on but I am grinding to get to level 99 just for the heck of it. I am saving the oil rig until I reach that level. I have not visited the Military Base or returned to Navarro since getting the Vertibird plans. I have not progressed enough in New Reno to get Myron as a companion either.

Basically, I have been trying to do every quest available as a good karma character while recruiting every notable companion and looting every location without causing hostilities (unless it is the Raiders, Navarro, Stables, or Sierra Army Depot).

I do not take many screenshots. The one attached to this post is the most recent one I have in relation to my current save game.

Hard to say. You can enable sfall debug.log (see ddraw.ini bottom) and see if anything comes up there.
Also, I'd try disabling all global and hookscripts, these are gl* and hs_* files in data/scripts directory. Most of them are necessary for gameplay, but moving them to another directory temporarily will allow to determine of the problem is with them.
Before doing any of that, I'd backup the entire game directory.
