6th finger quest

There is a quest concerning using my character`s 6th finger on Frank Horrigan. It is possible, however nothing happens, I only get a message that I`ve used the finger, but it doesn`t seem to have any effect. After finishing the game prostitutes in New Reno still say "You really should`ve used the mutated toe on Frank Horrigan". How can i resolve this quest?

Well, it's the mutated toe, not the finger...

And it takes 3 of his max HP.

It's not a quest, they just added that line for kicks.
