[FO2] Can't Seem to Find the Rangers

Can't Seem to Find the Rangers

If my memory serves me right, I read somewhere that the Rangers were located in the SE section of the NCR. I couldn't find them (and, btw, can't ever get into Westin's place, or the other gated areas). I hadn't killed Metzger before I searched for the Rangers the first time; not sure if that's a trigger or not. Does anyone know specifically where they are or what one has to do to find them?

They're in the very first section of NCR, south of the power plant. It's a big building with a wrecked car in it's... well, driveway. To talk to Wstein you have to speak to the sheriff(just talk to all the cops until one actually talks to you, ask for honest work."
