Dermal and Phenox Armor

How do I get the option to get the Dermal and phenox armor in
the perk list? Pardon my spelling.

You don't get it on your perk list, it's like how you get the gecko skinning perk...

But anyway, have 80% doctor skill or so, then go to the Vault City Vault, and use the medical computer on the first level. You learn about combat implants. So take some combat armour to the doctor in the courtyard, and pay to get the combat implants, and you get the dermal or phoenix assault enhancements. Make sure you repair the autodoc first, though.

Excuse Me, but i think you also need Vault City medical training Perk. And the cheapest Doctor isn't the one in the Vault City but the one at redding.

Nope, you don't need VC Training. And you can haggle the prices of the VC doctor. And most importantly: If you get them all at the VC courtyard, they won't get BUGGED! (As they are 90% more likely to get if you get them somewhere else or get them all over the place)
