Do they have any use? I found 3 in the game and never really found out what to do with them.

Well, other than the possible collector's value, they sell for $300. You're welcome to slap me if it turns out they do have a higher meaning, but I don't know of any.

Actually, they do.
One of them will cost you $10,000 to purchase, and it tells you where V13 will be.

the one that you buy from the (i think) doctor in NCR. You need to talk to salt beef bob or whoever first, and ask him about the map, though.
