How to get to that 4 lockers in Broken Hills?(and others)

1. On the top of Broken Hills,there are 4 lockers. But I can't get through the wood fences. They can only been seen when I move to the top of map.How can I get to them?

2.In Broken hills, When I finished the quest of Typhoon's treasure and get 10,000 bottle caps ,that treasure hunter was left in the well and shouted to me. I heard of there is a secret way to get into the well,is it true?

3.In Broken hills, I noticed that there is a gate control computer in the uranium refinery. Its description told me that it is a *vault* gate controller, and need password to operate. Did anyone know how to use it? Or it's just a wrong thing be put in a wrong place?

1. - to get to the lockers you will need to pass the wooden fence that appear to block your way DOWN when you enter BH (just go close to it on the left and click a few hexes down) - the character will go out of the screen for a moment. Then, go all the way around the area (behind the exit grid on the right) and go to the lockers.
I heard that they re-supply from time to time (not sure though) so you can check them later as well.
