The Hubologists are in San Francisco. I usually wipe them out because they are a wacky cult that uses brain washing techniques to recruit the young of San Fran. Also, it helps your Karma to wipe them out.
There is one Hubologist in NCR that will increase your luck.

Strange...my luck was LOWERED by one when i did that "Zeta-scan" with her.

Oops. Always save before talking to her. Your luck will either go down by 1 or up by 2. Its seems to be random which one it is.
Also, if you wait and get the zeta scan from AHS-7 in San Francisco, your luck will go up by 1 and your intelligence will go up by 1. You can't do this if you got the zeta scan from the Hubologist in NCR though.

Well, if you think about stat point placement, there's no difference on whether you take the scan at NCR or at SF - íf you planned your stats, that is.
