Technically, you do not have to go there in order to finish the game, but there are several things you'll miss if you don't...
[ul][li]A free set of Power Armor
[li]Many holodisks that contribute to the storyline of the game
[li]An easy way out of the Mutagen Serum quest
[li]An encounter with Melchior (who is a bit of a mystery to me so far, tho
)
[li]About 25,000 - 35,000 (!) experience points
[/ul]
Besides, there are people in the game who will tell you things about this base... Be perceptive.

You know I think Melchior the mutant is the small kid's father from Redding. (You see Melchior Jr)...He says that his father was a miner and guess who the Enclave employed to explore the base? Miners!One more thing, this can be authenticated by the fact that the kid spoke about some men in metal armor. RIng a bell?

I think the Mutagen Serum quest is given to you by the doctor in NCR. He asks you to test the serum on a mutant and report the results. (He CLAIMS it reverts them back to humans.. but... well, just try it and see
But I have no idea what it has to do with the military base.
