Hard Truck Apocalypse Error: can't initialize 3d

Look, Ma! Two Heads!
So I loaded Hard Truck onto my old Dell Inspiron, which I am pretty sure has all the minimum requirements to run it, and I get this:

" Cannot initialize 3d: this application requires Pixel Shader 1.1 or greater"

Any idea what this Pixel Shader is and where I get it?

Well... If your card does not support 1.1... You've got problems... Without looking, I'm going to venture this is an older game? I'd consult any (if there are any) fan forums on the product.
 
Actually, I think I figured it out: for some reason, direct X won't install, and I've read that the Pixel Shader comes with DirectX. Still working on getting it to install it.

But yeah, the game is a couple years old. 2006 I think.

Your graphics card must be capable of utilizing the pixel shader... All be it, all standard run of the mill cards can handle 1.1
 
Well, I tried downloading direct X, and it being installed again, the game still gives me the same message.

The computer is 5 years old, yanno...maybe the graphics card is just too out of date?
