My father has been playing fallout longer than I have and he keeps having the same consistent problem that I somehow managed to dodge in almost every playthrough. Somehow, he always pisses off the junk town police department to the point where he has to kill them all, quoting Chris Rock is there any advice that this community can give to him to not get shot by the police?

Put guns away and stop trying to open and loot every container probably.

Edit: actually I do vaguely remember a hostility bug in junktown, try searching for it. I think it's when going into the meat basement?
