In case you want to know exactly what possessed someone to run a fake advertising campaign for a fake Fallout 4, the guy that made thesurvivor2299.com has done an AMA on Reddit, explaining that his intention was to force Bethesda to release a trailer for the title at the VGX. Ehr.

I'm one of these "selfish bastards with a lot of money" so I wanted to release a CGI Trailer. But Pete Killed my plans. Maybe i'll release it later along with the script, so somebody else can use it!

When did you first start planning this?

Every morse code and every cipher message were taken from my "The Survivor" Script.
I've created this script on March/April. (56 A4 pages), i wanted to make a big DLC for New Vegas, but i don't have any team so this project is dead.

Why kill it with a Rick Roll? You could've done it in so many ways, and you chose to do it in the most idiotic way possible.

I'm a tad surprised (s)he hasn't tried to parley some of that money and newfound notoriety into assembling a mod team. There's obviously a passion for the game there, and a not-insignificant amount of spare time.
 
Cool dude. Too bad he stopped early. And now we're all gonna be disappointed if Bethesda ever start their real Fallout 4 campaign, which will be nothing but a short announcement-trailer and bits of stuff every odd month at best.
 
Actually Hassknecht, I have the feeling that the tidbits this guy released would make up for a more interesting Fallout 4 than Bethesda's writers would come up with.
As I wrote before, I actually became somewhat curious where this was getting at.

I wouldn't be surprised that he is actually posting. Maybe not the most active user, but it could happen.

It did seem like he was following the feedback here, for a few moments, that is.

I actually have some speculative evidence that it was Brother None.
 
The more I read about this guy the more I sympathize him, some of the posters on reddit and not to mention Youtube are absolutely nuts.
I don't recall who said or wrote it but someone on the Internet described how the anonymity of the Internet allows people to be honest and themselves, and say what they really think without any social constraints or behavior. (hmm, that does mean I should have a good look at my own behavior)
If that is true I would say that some of these people would probably be deemed psychotic by mental health specialists, and some of them should really be locked up as they pose a threat to others around themselves.

Neither do I, but you can never be too careful with all those crazies who take things too personal. I mean death threats over this? what will they do when they get their first tax deduction in a mail?! from uncle sam with love:

Btw, its unfair to call him MR FU, that message is for "PPS To real haters: if you really wish me dead IRL, go there" (per the death threats) the finial message on the http://thesurvivor2299.com(still playing) is really fine.

He posted a couple on reddit, one was pretty much conspiracy nut stuff (wonder if this guy played a little to much Deus Ex), while another claimed he was some psychotic ex-marine.

After I read this kind of stuff I really started to like this guy more for what he did. Sure I love Fallout (everyone here knows my feelings on the franchise) but some of the rambling on reddit was really insane, as if he blew up a nursery school or a bus full of nuns.

I heard he actually blew up a nursery school wing at the convent. The room next to it was holding a Lamaze class.
