Hot-Seat multiplayer in Fallout Tactics - is it possible?

It's my first post - hello everybody! I'm really happy to see, that even so many years after release, Fallout Tactics still has community of hard working modders, I'm really impressed by your work!

I admit that my question may be difficult to answer, since it probably touches complicated matter. I've checked guide linked on the forum, however it touches rather matter such as editing or adding content (maps, in-game items etc). However I'm interested, if it's possible to add hot-seat multiplayer in Fallout Tactics.

By default, there is only "network" option for multiplayer (despite the fact, that Fallout Tactics, in turn-based mode, could be fully functional in hot-seat mode).

My guess is that such potential hot-seat would be rather part of "single player" than multiplayer (at least that's what I usually see in other games using hot-seat feature, the only difference is just "swapping" AI with the another player). But... I have no idea, where I should even start. It's basically thing way beyond usual topics covered in modding guides.

Disclaimer - of course I'm fully aware that perhaps it would require quite advanced skills. However if someone has some "concrete" vision, how could be potentially achieved such thing, I would be very, very grateful for advice.
