How to Cheat Change Character Stats

I'm considering buying Fo1 and 2, but the last time I tried to play them I could just not get over the turn based slog. So I just want to know how to grease the wheel, with a bit of narratively justifiable cheating. Specifically SPECIAL, skills, that kind of thing. I'm not particularly computer literate, so I tried to find the answer already...kept getting NMA error pages when I followed links...so it's possible that it might just be beyond me.

The combat speed can be increased in the settings panel, playing at the default speed is painful.

Sfall and HRP (packed in Restoration Pack) offer a few more settings to speed up the game in various aspects.
For the lazy ones (myself, mostly), I gathered all the speed increase settings in my mod.
