Are you guys sure it's a Level 3 Perk? I just played with Narg and it took me Level 6 to get this perk.

It's Level 3 in the manual and other websites I checked. If he's right, it might be an error in the manual which was then copied by others, but it might be a one-time bug. Can anyone check it with their characters and either confirm it or deny it?

It came as a shock to me, but I started a new game with Narg and levelled up (edited the map to contain the GECK and Hintbook)

Magnetic Personality didn't appear until Level 6.

Looks like it's a FO2 manual error. I changed The Vault entry accordingly:
