So who do you guys think are the most underrated characters in any Fallout game? Characters that you feel like are never praised or talked about enough.

    EDIT : *Most.

    This Guy right here.

He tells you tons of stories of his adventures in Baja that seem totally unrelated to the current situation, giving you a feel that there is far more going on in the Fallout world than you can immediatly see.

He also adds an interesting dilemma, because he's against his nations war efforts, but still sees himself as a patriot.

Plus, he also could make NCR players question, and perhaps wonder if House or Independent would overall be better for the NCR.

His quest was also so filled with decisions, and consequences, each of which could have a great impact on the future of the NCR.

    I'll just make a list(not in order):
Ignacio Rivas(nv) -Calm and objective person trying to do the right thing
Elder McNamera(nv) -Cares about his people and can see the error in his ways.
McClure(2) -Useful leader who places common good over prejudice
Algernon(2) -Sups up weapons for the PC for free infinitely.
Moira(3) -Nice quests and fleshed out character
Mama Murphy(4) -Awesome and friendly old lady that knows how to party hard and is obviously a super cool allusion to Psykers(just kidding, of course)

Maybe not most underrated but not talked about much:

Keely, who is able to reach the lower levels of Vault 22 without a scratch (well nearly) and finds a way to purge the spores.

Katherine Stone, she forfeited her life to save her husband, even if it ultimately was in vain.

Doc Mitchell, he saves your life and just has a caring personality. Most players can't bring themselves to kill him, even if he is all out of lollipops.

Cabbot, probably the nicest guy you'll ever meet in power armour.

Likely not underrated this one, but Sergeant Dornan. Do I really need to explain this one? "I'LL HAVE SOMEONE'S ASS FOR DINNER!"

I'm sure there'll be more names posted that I'll agree with.

For me the most underrated character would absolutely have to be Daniel from Honest Hearts. Poor Daniel, always the brides' maid and never the bride. He's such an interesting character but he had the misfortune of being stuck alongside what many would consider the most badass in the entirety of Fallout, Joshua Graham.

For me, Daniel represents what the New Testament is about (Peace, love, redemption through faith alone, turn the other cheek, forgive 70x7, etc) while Joshua Graham represents the Old Testament (redemption through fire/sacrifice, a jealous God, constant destruction of the Lord's enemies to make way for the Chosen Ones, prophets and military leaders, etc). Daniel is practically the epitome of a pacifist, he's almost unwilling for you to even kill the White Legs. That's what makes him so interesting to me. In a video game world where literally everyone and their mother owns and knows how to use all sorts of weapons, constantly trying to backstab and kill each other, etc, here's Daniel doing his damnedest to keep this peaceful innocent tribe, well, peaceful and innocent. And depending on how the player character goes about it, Daniel can succeed in this endeavor.

What's most compelling and sad for me about Daniel though is the fact that, Daniel never gets a good ending no matter what you do really. Joshua Graham can pretty much get rid of all his demons if you do everything just right, the companions can have happy endings depending on how you do their quests, but Daniel? If you go with his plan to help them all leave Zion, well, Daniel basically gets to become a minister and help these people grow up healthy, wise, peaceful, and Christian (depending on your definition of Mormonism) but he'll always live with the guilt that he took these people away from their ancestral home and it haunts him every single day. Meanwhile if you side with Joshua Graham, well, congratulations "hero" you've just turned one of the possibly last pacifistic groups in the entirety of the USA into just another band of killers. It gets so bad in one of the endings that the Sorrows and Dead-Horses literally kick Daniel out of the group because he tries to teach them about peace and how violence is not the way and they're just too war-hungry for that now. Pretty much any ending where you side with Joshua Graham calls Daniel a failure.

I really can't think of any other character that gets screwed no matter what you do when it comes to their endings besides Elijah, and Elijah's the main friggin villain of one of the DLCs. It just makes me really feel for the poor guy, all he wants to do is help this tribe preserve their native culture and keep their pacifist ways. Really puts a tear in my eye.

For me, maybe for translation reasons, I liked Daniel a lot becouse he was a more universal and tragic character. JGraham felt a little Kellogg-y at first. Also, sweet hat.
I can't recall a video game that has treated Peace as a theme, besides MGSV's "Nuclear disarmament ending" and Undertale at a lesser extent.

Hanlon apologizes for talking too much... But that's why i like him, you can have like 20 min of dialouge with him, all of it interesting and lore building... I think almost no character in fallout 4 even talks for 5 minutes..

I like the story when Hanlon was a sailor, he was born upon the tide, and with the sea he did abide... He sailed a schooner round the Horn to Mexico, he went aloft to furl the mainsails in a blow... But when the yard broke off they say that he got killed...But he is living still.

Cassandra Moore (Fallout: New Vegas): She's the perfect description of "rough woman, hot whore". Although i think Cassandra Moore is sometimes an asshole, she has what, in my opinion, Oliver Lee don't: leadership.

James Hsu (Fallout: New Vegas): Its all that Moore is not. He is calmed as hell, always seeing the things in the positive way of life. This does not prevent him of being a true NCR soldier that gives all for it.

Marcus (Fallout 2 and Fallout: New Vegas): Oh come on. Tons of people have forgotten that Marcus helped the Chosen One to blow up the Poseidon Oil Rig. Marcus is big, strong, but intelligent and a true companion.

Aradesh (Fallout 1): Tandi's father. He is overprotector and maybe stupid at some times, but he only wish its better for Shady Sands community. Thanks to him (and of course Mrs. Tandi) the NCR exists now. People say Tandi was the best NCR president ever, but Aradesh was before her. Very underrated.

Ian (Fallout 1): This guy was tough and a great companion. I have to go to the Vault Dweller's Memoirs to say that he died doing what he liked the most. Exploring the wasteland. The Vault Dweller was lucky to have him.

Reilly (Fallout 3): I was doubting to put Reilly or Moira. Although i like so much Moira Brown, i think Reilly was the best Fallout 3 female. She had its own mercenary group and, not like the Talon Company, only helped the one who really needed it. Great character.

Mean Sonofabitch (Fallout: New Vegas): Man, i loved this guy. I dont know why, but that supermutant was the best of the species

I'm sorry but I kill him each playthrough. Also, Easy Pete is by far the most Sophisticated Character ever. He is by far the best but nobody notices him.

    - The Lieutenant. One of the main antagonist of the franchise and is way too often overlooked when discussing about the series main villains.

    - Marcus. With all the build up in Fallout 2, i would have expected a bigger role for him in New Vegas, trying to advocate super-mutant rights with the major factions. Instead, they shrinked his role so much that he just end up as a nod to previous games.

    - Father Elijah, both a badass character, and the most possible opposite of everything Maxson and the BOS standed for.

    - Big Jesus Mordino, Myron and Mr Bishop. Their schemes managed to reach a huge scale, involving most of the big cities and more. And yet, they could be skipped entirelly. And were most likely overlooked by Beth and Obsidian in later games considering the fate of the poor jet.

PS: Cabbot is NOT a nice guy. The guy send you to your death, even if he does it politly.

I'm going to go with the Spammer in FO1 special encounter.

But to be honest I would have to go with the kid from FO2 "Cody" on the New Reno strip that runs away from the player in fear. I couldn't ever really figure out his deal, but the kid always made me feel like I was missing something. Maybe that was the point of him?

But this kid presented a very human response to his surroundings without ever saying a word. His actions could make the player feel sorry for him or at least contemplate the poor kids misery.
