I wouldn't put much worry into it. It's a similar plan to the matrix I suppose, though the purpose is much different. I have no idea what the difference between sulphate aerosols and "nanites" is but since it's supposed to mimic a volcano I'd assume it'd be a thing that would have to be repeated every few years when the stuff clears up as volcanic ash would. And I assume a volcano pumps a lot more harmful stuff into the atmosphere than whatever it is they're doing. It would be nearly impossible to do it with the scale shown in the matrix though, look up some fallout pattern charts and imagine each nuke site is where they deploy the sprayers. Even with thousands of blimps operating around the world we wouldn't be in danger of "scorching the skies". Besides, the BBC article mentions a law going into affect in 2012:

In December 2010, the 193 parties of the international Convention on Biological Diversity (CBD) agreed to impose a moratorium on the use of the technique until there was an "adequate scientific basis on which to justify such activities and appropriate consideration of the associated risks".

The ruling, which is not legally binding, is expected to be in force from 2012, although it is not expected to affect research projects in the short-term.
