Is it possible to flag certain guns as "silent" when they fire, so that it would not "detect" you to other npcs?

*Edit* Heh, shit. I just noticed I posted in the wrong forum!

Still getting used to the rearranged site...

Nope, you don't even need any npcs on a map to be detected when firing a shot. Just one of those important tactic aspects they left out.

What you can do is give the weapon a tagname and then add triggers that will change the npcs communication to 0 when your character has it equipped. So that actors on a different player index won't react, though if their team was neutral or friendly they'll still turn hostile. They just won't come running (unless they are on the same PI IIRC).

Likely story the gameplay forum was always before the modding forum. :)

Would that mean you could walk up to them without sneaking, shoot them in the groin repeatedly, and they would not react?

Well you target would react, if they were hostile from the start you'd still need to sneak otherwise they'd probably attack you when seen. But actors in the next room wouldn't react.
