Speed problemo

I have 400 Mhz AMD with 64 MB RAM and a crappy 4 MB video card. Fallout t is still running slow. What is the best thing to do in this case, should I upgrade the RAM, or get a video card with more memory?

I'd say both, but if you can only manage one I suggest taking more RAM since this is usually the bottleneck. Also it's really cheap at the moment.
