Where did the saloon owner go?

so i didnt get teh 100caps for the saloon owner at the beginning cause i thought it was part of the main storyline so i set it aside while i got better xp and guns. now i cant find the bastard..

im at lvl 7 i think and done tons of quest but back in megaton i cant find him
