Wild Wasteland for Classic Fallout?

Would it be possible to make a mod for the classic Fallout games (especially for Fallout 2) similar to Wild Wasteland from New Vegas where sillier content is locked behind a chosen setting? For example, if you turn it off, there's no crashed Alien ship, no Star Trek shuttle, no time travel portal, no New Reno 4th wall breaks, no talking animals, no talking Rat King etc.
Obviously some of the stuff baked into the actual story would have to stay in for consistency's sake, but I was just curious if such a mod is possible, a more "serious" cut of Fallout 2 would be nice.
 
i prefer deleting them and just making funny special encounters that can be possible in world, they were always the funniest IMO the nuka cola truck, bob car mart, and if you consider the crash ship alien from fallout 1 have human origin (especially the "aliens") instead of alien one then they might work, this is better than a reference of a movie that i don't know about

I don't doubt it's possible if you replaced a useless trait, it would be a lot of work though. It would probably be easier to make a mod that just removes that stuff and someone who wants Wild Wasteland could just play vanilla.
 
The original Fallout doesn't need a wild wasteland perk (or trait); the wasteland is implicitly wild already. Arguably the WW perk in New Vegas is itself a mistake having it as optional, because the (outer wasteland) gameworld should exist that way regardless of player preferences —it's simply how the world is after the war.
