Totally agreed on both things. It's called AddIn and yes, that's exactly what I want for New Vegas.
@the posts above: I hope they will *not* and *never* go to any locations from Fallout 1 and 2. The locations can only become reimaginations and I have absolutly no doubts that I will hate it, regardless of what developer is working on it.

There is a mod being developped by two guys who did some good Fallouty FO3 mods with exactly what you described in your post.
