Why are battles so small?

Morrowind was the first to use it and that game was launched in 2002, its also much better than pretty much anything Bethesda has done since.

Maybe they still use it, because it serves their needs so well. It's just my feelings, but looking back at Oblivion, Fallout 3, Skyrim and now what I know about F4, they just seem to update the visuals. Nothing else. Not any groundbraking changes or improvements. And with the visuals, just enough that it isn't completely outdated. What their games do offer though, almost always, is an ridiculous amount of items to interact with, from spoons, to herbs, garden gnomes, teddy bears, and totally ridiculous junk, that has absolutely zero meaning for the game or gameplay. You name it! Seriously, I never saw a game that featured so many useless stuff that you could pick up ... for ... no reason?

They say it is immersive. But I feel, it just drags their engine down, like a lot. All those cells in the world that have to keep up with the changes and interaction with the player and items. Every dungeon you visited, every stuff you collect and throw in your home(s). It can get to quite a lot of informations I guess. Maybe that is also the reason why they have always so many issues with their game and so many of the same bugs. But all of that is just a guess of course.

According to some interview they gave years ago, the reason they don't make massive battles is because its not exactly fun, and just turns into a chaotic slog.

also, saying Fallout 4 uses the same engine as Morrowind is like saying Bioshock Infinite uses the same engine as Unreal(1998) becuase they both use versions of the Unreal engine.

Yeah because 6 people battles are sooo much better.

Yeah it does use the same engine, what does Unreal Engine have to do with this? It makes improvements with better visuals something Gamebyro can't do properly without hiccups.

I gotten into battles with 20-30+ people in Fo4, and it just ran at a solid 60 FPS.

    Get a better PC maybe?

What a load. Okay a pissing contest eh? Well for starters I have a PC that maxes out games like MGS V that look like a proper 2015 game in terms of visuals at 1080p 60 FPS max settings with no frame drops.
Second I'm planning on getting better PC parts to replace my GTX 780 3GB and processor anyways. 16GB of high quality RAM too so your comment is irrelevant about my PC.

Actually that graphics card is exactly the recommended card as stated by Bethesda's Recommended system requirements.

    Recommended
    Windows 7/8/10 (64-bit OS required)
    Intel Core i7 4790 3.6 GHz/AMD FX-9590 4.7 GHz or equivalent
    8 GB RAM
    30 GB free HDD space
    NVIDIA GTX 780 3GB/AMD Radeon R9 290X 4GB or equivalent

I recall Mr. Howard, when questioned about the graphics in Fallout 4 and how they look similar to Skyrim and Fallout 3, said that they weren't focusing on graphics because they wanted to build an immersive world where you could interact with every object. In essence, he seems to have implied that they didn't spend time on a new engine because they wanted to focus on making a great game.

However, given how shallow the game has turned out, I have to ask where that time was really spent. Not focusing on graphics is fine if the game is great otherwise, but it's not. So...what happened?

    Right out of date..

This game couldn't utilize my GTX 780 properly, hell it couldn't even utilize a GTX 550 properly. Your little Fallout 4 is unoptimized just face it.

It appears to be VERY subjective. For me, the game ran like arse in the beginning because the game is so hilariously bad at downscaling that it reacts to a lack of video RAM with simply not loading the textures.
But with a GTX970 it actually runs fine. I have no FpS counter running, but it runs on Ultra and I have noticed no performance issues besides a tiny stutter once or twice.
    My PC: i5-3570@3.4GHz, 8GB RAM, GTX970, Windows 7.
So yeah, I think it's just very individual. Probably no optimisation and playtesting whatsoever.

It's simply extremly shitty optimised. Plane and simple. I am sure that's the source for most of the issues, FPS drops etc. And it's not uncommon with Bethesda games. Just look at the memory leak and Skyrim. Did you gave your first born to Sheson?

Who knows. Maybe it's the same old shit all over again causing the same issues. Porting the game from the Console to the PC without keeping PC specific hardware in mind. It would explain a lot. Eh, modders will fix it I guess. As usual.

And it's absolutely not excusable. Not with a company that worked with the same framework for the last 20 years. There are bugs in Fallout 4 that have been present since Oblivion.

You mean THEY can't make it fun. And I agree with them/you. With Bethesdas animations and combat mechanics, yeah, large battles don't look very good and probably would not play very fun. However, that doesnt mean they can't be fun at all. There are countless of games out there that well, have that. From single player to multiplayer games.
