If I wanted to market Fallout to total clueless outsider taking serious interest in post-apocalypse setting and retrofuturism study, i will introduce him/her to Fallout 1.
If I want better game engine, polish and QoL then Van Buren is my thing.

Serious answer, Fallout 2 all the way, the only thing I think 1 did better was the main story and sometimes the atmospherethe, everything else I think 2 did better, mostly because I preffer the post post apocalyptic setting with a new world forming a long time after the apocalypse.
