It Wandered In From the Wastes
For me, it's definitely Yes Man for sheer comedic value and the fact that Dave Foley is awesome and Mr. House for his vision for the future.

Joshua Graham

Bad ass preacher, former Legate, invincible man that even first recon NCR failed to kill. Armed with just his handgun and a simple vest, he single-hand obliterated half the White Legs without your help.

His only bad point is his leadership. He's a warrior, not a war strategist.

Seconded!

Veronica, since I've always been nostalgic about the Brotherhood.

Ulysses is a close second, since he's, well, in the same class as the Courier and the Vault Dweller.

Veronica was pretty cute and funny. I liked her insight into the Brotherhood, and how it is doomed to die if it doesn't change. I didn't care too much for Lily, and I only liked Arcade because of his ties to the "Real" Enclave-Fuck Fallout 3's Enclave. When I saw the original Enclave Power Armor with the fan on the back I practically jumped out of my seat. Kudos to the developers for actually caring about Fallout lore.
I liked Ulysses a lot but he seemed to ramble, and was overly vague about everything. Veronica, Ulysses, and House were my top three characters, but to be honest I liked a majority of the characters in New Vegas. They sure beat Fallout 3's, but that goes without saying.

I don't really have a favourite character. :/

I liked the concept of Elijah (or the entire Dead Money cast for that matter)

Chief Hanlon. I would want to hear his stories all day long.

Having your tribe slaughtered, surviving a shitstorm caused by nukes exploding underground and aiding the slaughter of an entire city tend to fuck people up in the head.

Ulysses had a pretty cool voice, but his character was pretty bland.

I'd have to say Dean Domino or The King, because of how charismatic they are.

I haven't played all the DLCs yet, so I couldn't pick a favorite yet. But, killing Benny is a helluva lotta fun! I like to save my game right before I approach him, kill him, reload, repeat with a different weapon. That's a highlight of the game for me.

Arcade by a pretty good distance. I'd read a novel about him if someone good wrote it. I liked Veronica too. What can I say, I like queer characters.

She has a whimsical personality.

No, just having that degree in Civil War History will do that
